We need to be able to provide Read Only/ View permissions to a limited set of links.

We want the viewer to be able to actively monitor the Stats for a limited set of links, but to NOT be able to change those links or to create any new links.

Currently, if a new user is set to Read Only, then they have access to ALL links vs. just a limited set. And, if they are set to have Link-level Permissions, then they also have the ability to Edit those links – which we do not want.
